To create a tax, from the admin panel go to System >> Localisation >> Taxes. Here you can edit or create taxes.
Tax types – You can create tax classes.
Tax rates – Creates and specifies which Geo Zone the rate applies to and which user groups it works for. The VAT rate is also indicated.
